Hate to tell you guys this, but there actually is merit to this story. Federal mandate indicates that websites that cater to public service be what is called "508 Compliant", a federal mandate set in the mid 1990s that indicates that websites are supposed to be fully accessible to those with disabilities, including the blind.
I've built websites for nearly 10 years now and building them for the blind isn't abnormal, especially if doing so to be Section 508 Compliant.
